New Veeam replication job fails with error: The operation is not allowed in the current state.

I have created a new replication job in Veeam Backup & Replication 9.5 (update 4) that is set to run after another job (to store an off-site replica of a web server at the DR site).  The initial backup job completes without error but the replication job fails with this message:

Discovering replica VM
Processing configuration Error: The operation is not allowed in the current state
Error: The operation is not allowed in the current state

I can see this message is being produced in the vCenter as well as Veeam so assume that there is an issue creating the new replica VM on the host at the DR site.

After a few minutes of investigation I noticed that the destination host was running a different version of ESX (6.5) to the source host (6.7) and the hardware version of the source VM was 14.  This was unsupported by the destination host so after I upgraded it to 6.7 the replica job worked straight away!
